
Jazmine was raised and born in Philadelphia, Pennsylvania. Her mother Pam is a former back-up singer with Philadelphia International Records. Her father gave her a job as the curator of the Historic Strawberry Mansion. She and her family then moved into the historical landmark. In 2005 she graduated from Philadelphia High School for the Creative and Performing Arts with a major in vocal music. Sullivan began singing in the children's chorus in the contralto position, after which she was a part of the adult chorus just a few years after that. Sullivan had limited exposure to secular music. She recalls when she was just 11 years old when a person requested her to sing in a solo in church. She wasn't yet ready for. "Then when McDonald's had a competition for children in cities of the world and I was offered the chance to perform 'Accept What God Does' on Showtime in the Apollo and the audience responded really well". She was just 13 when she sang alongside Stevie Wonder for his grandson's birthday celebration. Sullivan, at age 15, was first signed to Jive Records. In Jive Records, she made an entire album, but the album was never released. Sullivan was eventually dropped by the labels. There was a close relationship with Missy Elliott, who produced several tracks on her debut album, like the buzz track "Backstabbers" - produced by Timbaland and composed by Elliott.
